Abstract
Roma locuta, causa finita, Panamá Locuta, causa finita. El año 2023, cierra con una de las experiencias jurídicas, que marcarán un hito histórico, en cuanto al ejercicio de los derechos políticos y constitucionales, y la real manifestación de las fuerzas excluyentes de poder, versus el equilibrio manso de los órganos del Estado, que, bajo la justificación de la gobernanza, ha hecho del poder del ejecutivo un tótem centralista, como modelo democrático absorbido por la sociedad en general.
