La ética pública y su responsabilidad frente al estado panameño

Abstract

We make a descriptive and comparative analysis of the values taken into account in the ethical proposal in the public sector. We observe that the Codes of Ethics in Panama have a legalistic structure, emerging as a decree, but it is not exhausted with the decree, but it is also subscribed at a personal level. The ethical norms are pointed out, which seem to repeat the same thing, since the public servant is subscribed to the fulfillment of many legal norms and the personal and ethical scope seems to pass to a second term governed by convictions that are renounced to the will of each one. The contents of the Codes of Ethics in Panama are detailed and differences are established between the Codes of Ethics that have existed in Panama and at the international level and we also try to relate it to the responsibility that comes with the exercise of public functions and if this has any connection with the content and structure of the Codes of Ethics.
